  • You need a Live account before going to https://account.live.com/developers/applications/index -> My Apps -> Create application.

  • Set application name and primary language.

  • Go to API Settings and fill Redirect URLs.

  • Go to App Settings and see Client Secret v2. You maybe need to create a new client secret if it only shows OAuth version 1.

  • Now you you can get Client ID and Client Secret for your purposes.
